Constitution of the Eternal Empire

Preamble

We the People of the Eternal Empire, in order to form a more prosperous alliance, establish Justice, insure domestic Tranquillity, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the convergence of freedom and monarchy.

Article 1 – Bill of Rights

To defend the values of our alliance and the membership, a set of fundamental rights are guaranteed.

1. Freedom of expression
2. Right to hold public office within parameters set in Article 7.
3. Protection from trolling.
4. Peacetime in game protection including armed response or diplomatic outcome.
5. Protection from unlawful expulsion from the alliance. Case must be heard.
6. Freedom to leave the alliance in times of peace and stability without penalization.
7. Right to have constitution upheld fully.
8. Right to Un-amendable Bill of Rights
9. Right to an Imperial Parliament of Planets

Article 2 – Oath of Loyalty

In order to defend the fundamental rights of the membership, members must take the Oath of Loyalty.

I, of do solemnly swear to uphold the constitution to the fullest of my capability, give my full loyalty to the alliance, conduct myself appropriately in Space Invasion and all related channels, and to uphold our morals and values in all Space Invasion channels. I shall stand with the Alliance and be prepared to sacrifice everything for the greater good of the Empire

As a member of the Empire-, it is taken that the member has read the constitution and taken the oath.

Article 3 – The Emperor

The Emperor is the head of state and government of the alliance. And they serve as Supreme Commander of the Armed Forces. They administrate the forums and the alliance ingame and with consultation of the parliament, signs treaties.

Article 4 – The Imperial Ministers

The Imperial Ministers of Defence and the Interior assist the Emperor in the governing of the alliance.

The MoD controls the actual administration of the military with the Emperor serving a ceremonial role.

The MoI moderates the forum, heads recruiting, members guides, and other areas of alliance management.

Article 5 – The Imperial Parliament of Planets

The Imperial Parliament of Planets consists of every citizen in the alliance and acts to approve constitutional changes, propose legislation and to keep the government in line where necessary.

Article 6 – Justice

Should a member be accused of violation of the constitution or in serious breach of alliance etiquette, he or she may be removed by majority vote in the Imperial Parliament.

Article 7 – Holding Public Office

All members are citizens and are therefore entitled to the right to hold office.

Article 8 – Elections

Elections for Emperor and Imperial Ministers are held on the 1st and 2nd of every 4th month. All are chosen by popular vote. Should the incumbent be voted out, they must hand over power peacefully or the Emperor will remove them forcefully. Should the person in question be the Emperor or no cooperation is achieved, appropriate steps may be taken by the Parliament.

Article 9 – Constitutional Amendments

Any modifications to the constitution must be carried out by 2/3 majority of the Parliament.

Preamble - Just the introduction, stuff about democracy and liberty.

Article 1 - Free speech and voting guaranteed. Stops the government from doing what the hell they like to the members.

Article 2 - The oath. So if you break the oath, it gives the government the authority to take measures against the offending member.

Article 3 - Emperor. Leads the alliance. Unelected, chooses own successor. Dukes can force him or her to abdicate if necessary. Can disband the alliance.

4 - Elected government members. They help the Emperor run things

5 - Princes Help the government members.

6 - Parliament. Where people vote on stuff.

7 - Justice. Princes, government members and the Emperor can handle small cases. The Emperor decides on big cases.

8 - All members can be in government

9 - Members can have a retrial every 4 months.

10 - In parliament, a proposal needs to be dicussed and have a 48 hour vote on it. A government member and the Emperor can object to it passing, then it's voted on within government.

11 - Emergency powers. If things get bad, the Emperor can take over and make snap decisions to get the alliance through the crisis.

12 - Article 1 cannot be modified. No modifications to constitution under emergency powers.

13 - If a government member needs to be removed, the parliament votes.

14 - Best to just read the main article yourself. Take your time with it.

Amendment 1 - Voting is anonymous

A2 - New members must choose a house or have one assigned to them.

A3 - Foreign affairs. Emperor handles it.
